Why can't the developers just announce the game free to play, I don't see the point in giving away so many keys for this game every once in a while. Maybe they are aiming for guinness world record or something.

Free-to-play games don't drop cards, but those with a pricetag do.
Most of the income of those developers come from cards bought/sold on the community market, so the more people have the game, the more money they make.

First a percentage goes to Valve, then Valve pays a percentage to the publisher.

So in the end, it goes to both.

That is correct. Now that I think about it, maybe a percentage of those fees goes to the developers/publishers. They wouldn't want to add cards to a game for no reason.

F2P model means you need work on additional infrastrujcture to support and make additional modes and business model to get revenue. It won't drop trading crds default and get Devs easy money.
