Was this reaction and decision appropriate?
I see at least it got 2 positive reviews, lol if you know what I mean.

surely this isnt about negative feedback, but the new refund policy. now anyone actually duped into purchasing this thing can get their money back.

He's upset because of negative feedback? If you can't handle that then you shouldn't be doing anything creative. Probably best that he's leaving because criticism is just part of life and you're always going to get the worst of it from people trying to be funny on the internet.
Best of luck to him with his future projects.

Uriels Chasm, Guise of the Wolf, Blob from Space, Time Ramesside and Forsken Uprising should all join this competition, Steam is getting A LOT of crappy games since 2014.

Or Mystery of the Flying Dutchman, or Catan. The latter is an adaptation of a fun board game. Somehow they managed to mess everything up, even though they didn't have to bother with game design.
And I didn't even dare to delve into the bowels of Greenlight and what came out of there. Not talking about joke titles like Rock Simulator, but games that were intended to be "real". Like Dark Base 01. :D

As mentioned below Zombie Zoeds is a competitor as well.
But as long as shit like this can still get submitted to greenlight, I'm pretty sure people will be able to redefine "worst game ever" on a yearly basis.
(And yes, I only needed to check the first page of the "new submissions" to find 3 examples)

When will steam remove horrible games from store, are these games reportable? I mean Zombie Zoeds and Uriels etc.

I dont see why that would be appropriate, he made a terrible game, people criticized him for it, if he cant do any better, then leaving is the best choice
Steam is not the place for him, he gets it, why doesn't everybody else
Now...his steam profile, that is another story

Maybe he just not suited making game, and being one man dev too.

I haven't tried the game. I like the idea of what the dev wrote there, about negative baggage and so. I'm like that as well. However, he shouldn't have put a bad game on Steam if he didn't want negativity. Also, nobody forces him to read the negative comments.

I didn't even know it was possible to be this butthurt at anything ever.
Oh my god, this is hilarious.

Opened a page on Steam and noticed a new notification on the invites page. Turned out to be a group kick notice. Don't see those too often, but even more, it's the first time I've seen one from an official Steam group. I didn't even know it was possible. Turns out the dev of the game doesn't like the response he has gotten from Steam users, kicked every user but himself from the group, has pointed fingers at their emotions, and made his reaction fairly clear.
Here's the announcement:

The dev account, with lots of random advertising in its own comment section:

Seems like there's more and more indie devs that cannot handle negative feedback, especially when some of it is probably immature.
Guess we can expect to see no improvements ever made to the game.
EDIT: looks like he deleted that announcement. Guess even he found his actions to be inappropriate. Or, somebody influential advised him to.
