Most often it is one of these:

  1. The full price of a game permanently dropped. The site gets data from Steam, so this drops CV.
  2. The site hates you.
  3. The bundle list is updated by one person, so sometimes it takes days, week, even months for a game to get there. The effective dates are retroactive to when the bundle/price drop happened, so you can get CV drop any time if the game was actually eligible for the bundle list at the time you gave it away.
  4. The site admin was bored and you lost the CV reduction lottery.
  5. A Steam application package was removed or purchase-disabled, dropping CV to flat 0 for that product. It can happen also when a game gets an updated re-release (like Bulletstorm's remake edition replacing the old one in store, dropping all old Bulletstorm giveaways to 0 until they manually assigned a value to it.

lol, i seriously have no idea where about 9% of my current level came from in the last few days. only ~1-2% of it is earned.

yeah i'm sure it's something along those lines, i just can't figure out which one. but it really doesn't matter much to me, i just find it odd i have the opposite issue as the op.

actually it turns out that "Fate Tectonics" just returned to the store the other day, so there is at least some of the CV. could be another game like that i didn't know about too, or a combo of things.

That is most often the Daedalic glitch, when some game's package goes to an insane discount and for a short time the site thinks the game's normal price is 80-100 dollars.

surprisingly out of 4k+ GAs i've never actually given a daedalic game, but yes i'm sure it's still something along those lines. just like the new reality studio pack glitching half the games in the package.

There are basically a bunch of reasons for why your CV can drop:
-A game gets a price reduction or the game is part of a collection that was so heavily discounted that its discounted price was less than the game's price, thus making the steam API reporting the wrong value, which then goes back to the right value when the collection is no longer discounted.
-A game gets purchase disabled or removed form the steam store. In case of the former, the value will stay 0, but in case of the later, support can manually input the old value.
-A game gets added to the bundle list.
-A giveaway gets removed (usually happens if you've re-gifted a won game) or set to not received
