The ninjas--or should I even say, vultures--surrounding sites that giveaway free games, are extremely vicious and fast.

They aren't honest anyway. There's dozens of bundle keys in various giveaways right now and even though they get reported, mods can't deal with each and every one. This wouldn't change anything in that respect, but it would allow people to share their extras.

i want the games! especially if it's Ostfront 41-45. have the guest pass active and it's awesome and i want the full game xD
well, anyway, i guess you could make a puzzle or riddle or something, then whoever gets the right answer can be friended on steam and given the game that way... idk

Part of the reason those keys are not allowed is that when you buy the bundle, you get downloadable versions which it is assumed the purchaser still has access to, as well as Steam/Desura keys. So by giving away the keys, and keeping one of the downloadable copies for yourself, you're basically creating extra copies/users of the game without paying for them. That's why only the gift bundles are allowed, since they don't create "extra" (aka pirated) copies of the games.

Not really a good reason, since you could also do the opposite: use your Steam/Desura key and then pirate the downloadable version. I mean, the key is still just one, if they don't want to risk about you pirating the game most of the times they won't give you a link to a DRM-free downloadable game.
I actually have quite a lot of those spare keys too, all of them because I own the game already on Steam from buying it myself or from other bundles, and I'd like to give them away here even with no contribution value, but I don't really like the method of posting them in the forum, so I never did.
I can understand being worried about the possibility of exploiting that system if implemented, but I also think a lot of people would use it wisely so it's worth to take it into consideration for future updates.

Personally, the first thing I'd do is to check the Steam pages for each game, which shows which of your friends want the game. Then gift it to your friends. Don't have to go through SG to do that.

I know it is a rule not to give them out separately because it give you an unfair contribution amount. why not include an option that the game is from a bundle and therefor a smaller contribution amount. I have loose bundle keys laying around and would like to give them away. I wouldn't care if there was no contribution amount tied to them. The idea is to give someone else an opportunity to play a game that you can't use, not show off that you give more than the next guy. Just my 2 cents.
