That's easy. Only two people can remove feedback, but a lot of people can give suspensions for fake feedback ;)

You'll note that the post was made 2.5 years ago, back when Steamgifts and Steamtrades were completely separate sites. It used to be the top sticky post. I have no idea why cg decided to merge the sites and get rid of the sticky. That's way above my pay grade.
PS: Announcements and FAQ can't be made or edited by support members. Or mods. Or super mods.

It is only for trading, so if you won a game or didn't trade, there is no reason to do so.
All trading is technically off site, so as long as trading happened, its fine to leave Rep on a SG user profile.

AFAIK it's pretty much the same as before (there was a better post but I can't find it). Those rules were supposed to be added to the FAQ but never were, for some reason.
