If I create an Invite Only giveaway intended for friends, but one of those friends stupidly gives the URL out... and someone that isn't in the intended group of friends win's... am I obligated to give them the gift? Or would I be breaking the rules/putting my account in jeopardy to re-roll and gift the game to one of the intended recipients?

Well you could ask for a reroll without putting your account in jeopardy - I'm just not sure you would get one granted, but that is up to the mods...

Edit - I could be wrong, I found this list of reasons for a reroll;

  • Did Not Meet Requirements
  • Did Not Own Base Game for DLC
  • Leaked Giveaway
  • Majority of Bundle Exists in Their Account
  • No Longer a Group Member
  • Previously Won the Game, or Already on Account
  • Regifted or Did Not Activate Previous Wins This Month
  • Suspended or Inappropriate Behavior
  • Unable to Contact Through Steam or E-mail
  • Winner Rejected Gift

'Leaked giveaway' sounds like it would work...

My guess:

They can see all your support requests. If you ask to reroll a leaked giveaway once or twice, they'll take you at your word. If you keep doing it over and over, they'll get suspicious that you're abusing the system somehow.

That's the risk of using an invite giveaway. They're rarely used for giveaways to friends.
For that, use a private Steam Group and manually invite your friends to it.
Though making GAs only for your friends is a pretty darn uncool use of the site. :X

if that ever happens > delete the giveaway while it's running (you will lose a GA slot).
if it ends and someone you don't like wins the game, don't deliver it (you will also lose a GA slot with this).

or you could try a reroll with the rule > Leaked Giveaway

Write in the description that it is ONLY for people on your friendlist and they shouldn't leak the url. Always when you share it (e.g. on activity feed) give out a fair warning that it is only intended for your friends and your friends only. If someone breaks that promise, he/she will be removed from your friendlist.

If the random stranger will end up winning it, try to get a reroll with the "leaked giveaway" where you explain your situation. If they refuse (which shouldn't be the case) then you will just need to bite the sour apple as we say in Danish. :p

You can put in a ticket for a re-roll for a leaked giveaway URL, or, if there were a lot of people entering who weren't supposed to, such that a re-roll would likely just result in another invalid winner, we can delete it and you can redo it. And I'd at least give that 'friend' a stern talking to about how free they are with other people's things, if not get rid of them entirely.
