Well, I blacklist people that are obvious rule breakers, very rude, or have really bad ratios. In your case, it's probably the ratio. Though, that's probably the easiest to fix.

Yup, I was stupid and instead of contacting support back when it was forbidden to do giveaways for region-locked games I just accepted the game and marked the giveaway as received =/ (a game there was no way I could activate since I'm from the EU1 zone).

A giveaway train is a series of private giveaways, a link leading to the next "wagon" (giveaway) in the first giveaway, and so on.
For example:
[Giveaway 1 - (link to Giveaway 2 in the description)] -> [Giveaway 2 - (link to Giveaway 3 in the description)] -> etc...
