Civilization V has polarized the fanbase - some people love it, some hate it.
Basically, I - IV are a progression, just adding more depth each time. (more tech, adding religion, etc.). V changed a bunch of things, and it's love it or hate it kind of changes. Stellaris, on the other hand, is something different altogether. So you're evaluating something new, rather that comparing a game to the ghosts of the past
that being said, Civ V is a lot cheaper

Civ V (complete, as it is offered now) is the game I played by far most hours on steam - so you can guess I love it.
Stellaris is on my wishlist, but I opted for not buying it now as 10% discount doesn't sound that much, and there's probably much content still to come, so I will wait.
In your place, I would go for Civ V now and wait if Stellaris gets cheaper in christmas sale.

You can also take a peak at Endless Space 80 off. Never played it but it is on my wishlist long time.
