I think that installing the software drivers MSI provided would work better than the ones AMD provides.

I have gotten the drivers installed, its the catalyst that is the issue, because I have an ugly 1 inch black border around my screen. The downloads on MSI.com seem to be for graphics and overclocking, not controlling the card like I need =(

From what I searched in Google, quite a bunch of people report not being able to install the Catalyst management software. You're better off without it.

Is there anyother way that you know of to make the screen fit the resolution? Because like I said I have the border, and I have read on google the is an option in catalyst to fix it. I have been trying for many hours to fix this =( I appreciate you helping me out =)

Probably it's the overscan .
Look here (don't worry if you don't have Win8) :

yes that sounds like what the problem is. I have done what the site said, however the screen has not changed or applied what I have made.

Do you have a black border around your screen?

no I don't have that weird issue. May be the resolution doesn't match with your screen I suppose?

So, do you still have problem with Catalyst after re-install C++?

I wouldn't recommend using CCC, even if you could get it running. You really don't need anything, most of the time. I use MSI Afterburner to handle overclocking, and that is about it. You can try something like RadeonPro, if you desire the abilities.

I suggest you uninstall your old drivers with Atiman Uninstaller v7.0.2 and then try re-installing. It used to happen to me, now I make sure I uninstall with it first before installing any new driver.

EDIT : It also removes older versions of CCC, so it may work, just try it out. Just start it up and use the "auto" mode or something.

Are you using the latest beta or whql certified release? Try whichever one you arent currently using, or try an older driver from a month or two ago instead.
