That's true. But besides GAs ending at the same time & DLC (which Steam API doesn't recognize) it normally needs a non-activating to make a double win possible.

You're right. Or even if they don't end at the same time it's possible (for 1 week) to enter for a game by mistake which you already activated unless you manually synch your SG account.

No. If you just don't syncronise your SG account after each activation on Steam, you can still enter giveaways for the game until the next forced sync.

If you remove a game from your library, you can't activate another key for it. The game is gone from your library but Steam still consider you own it and doesn't let you activate another copy. If you want it back, you have to restore the game.
I don't know if it's different if you contact their support but I suppose now they just redirect you to the removal tool.
Anyway, even if possible, it would still warrant a suspension, just because of how stupid this would be.

Tested with LIMBO and I could activate the key, so either they changed this or I'm confusing with something else I tried.
There's still a suspension for anyone with multiple wins though, regardless of how they try to justify it. Only exception I'm aware of is winning a package that has added contents since your previous win (for example I've seen an user who won Deus Ex Collection before the Director's Cut of Human Revolution was released, then won it later when it was included).

Interesting fact about that:
According to a Steam Community Moderator's comment I came across, apparently only your initial key is ever considered active, even if you activate the same game twice [apparently to prevent you from circumventing any in-game bans you may have obtained through the first copy of the game]. Likewise, VAC bans and trading cards are all tied directly to your account, not the game key.
So it literally serves no function whatseover to activate the same game multiple times. :P

Moreover, the rules make it clear you can't win the same game multiple times [since there's no way to have multiple copies activated simultaneously].
Finally, there's a loophole rule, where by default winning the same game counts as entering for "a package you own the majority of" with an assumed "Not allowed to enter" expectation.
So really, it's pretty easy for staff to justify not permitting it :P

Sure, but you still can't activate more than one so that they show up in your account simultaneously.
(Excluding, say, the ROW and DE versions of Gemini: Heroes Reborn. Not sure how to include games like that into it. :X)

You're welcome :) Chances of winning a game twice are not that high, but it can happen (and already happened to some people here). Regifting is not allowed, because that way you could participate in giveaways only to give them away again to get more CV (that's the value of the games you gave away which levels up your account) and people who would really like to play the game can't get it. If this would be allowed, a lot users would level up there accounts like this and one game would be given away over and over again.
So like I said before, if this happens to you, you should contact the giveaway creator of the 2nd game you won and ask for a reroll. That way, someone who wants to play the game has again the chance to win it and you don't break the rules ;)

The fundamental rule involved is "You must activate any won game to your Steamgifts-associated Steam account."
Keep in mind that, even though Steam's DLC functionality and SG's resyncing processes do help make multiple wins possible, under normal circumstances SG will automatically lock you out from winning games you already own. In other words, winning a game you already own is exploitation of the site. If you don't own it, but have won it, then that's breaking the activation rule and comes across as exploitation as well.
Whether you hoard the game, trade it, or regift it doesn't matter, since you're still breaking that same activation rule either way.
Of course, in the case of regifting, you're also exploiting site functionality to artificially boost your CV through means the site and its community don't find acceptable. You could think of it as, 'stealing from the site, while also stealing site credit'.
As you say, technically trading is worse due to removing the game from the SG community completely, but just looking at the effect on Steamgifts itself, regifting is more problematic (most especially for the reason WoodenKiwi notes above).
But really, regardless of how the rules are broken,, the fact that someone is breaking fundamental rules means they have no respect or consideration for anyone else on the site- and between that and the site exploitation, there's just no part of the process that could be "a good thing".

Some of the GA creators are angry when you win a game and will block you if you ask for reroll..

Personally, first thing I do when I win a GA (besides marking it as received) is opening entered giveaway page and removing any other entry for the same game, so I make sure I don't win the same game twice.

I confirm it doesn't work, as it happened to me once. Won the same game a few hours later due to forgotten entries after having done manual resync. Fortunately, the creator asked for a reroll and made my day. Cool guy. So yes, after winning something make sure you remove any other entry for it.

If you win two copies of the same game you are supposed to request a reroll for the second. I think there's a button near where the key is when you win. I haven't had this happen yet so I'm not 100% sure. While, yes, giving away the second copy is better than selling it, you are still breaking the rules. You're basically getting a monetary benefit you didn't pay for.
If it ever happens to you where you win the same game twice, activate the first copy and request a reroll for the second. Selling it or giving it away will get you on a bunch of blacklists and will likely get you banned from the site for a time.

I'm new to this site and haven't won or gifted anything yet, but I see lots of talking about people regifting.
I read the rules but what I don't understand is this, if some1 won 2 copies of the same game (saw that in a regifter acc earlier today).
Assuming this person activated the first copy they won, isn't it a good thing simply regifting the 2nd copy? instead of selling it I mean...
