Contact the user on Steam. I honestly do this for every giveaway, and only email a request for them to accept my friend request, as this is a worry.
Also, check if the winner now has the game in their library. If so, might be able to take it to Support.

I'm new to this whole Steamgifts thing, but I'm getting a little concerned. I felt like doing some good and gifting one of the Steam keys I had on here, but the person who won hasn't responded or accepted their gift yet. I have no way of knowing whether or not they used the key, and now it seems I'm in a perpetual waiting game. I want to be eligible for some of the contributor giveaways, but they don't count you as a contributor unless the user accepts your gift. What do I do?
