I think it's because it's the only 20P game in the bundle. Plus it has been bundled fairly often. Both would cause folks who bought the Indie Gala bundle to give it away here even if they keep other games in the bundle.

If you're into trading, it's also the one you're going to be left with tons of spares of, since it's been bundled so much over so long, and is lower-rated on reviews than most of the other games in the bundle to boot.
Likewise, that makes it one people who only trade (versus giveaways) are willing to trade off cheap.
