I almost never look at that site, since I don't always remember it/have it available and steam isn't normally down this long. So there'd be no way I would've known that Tuesdays are their maintenance days. I just found out today.

yes, it will trigger, if you trigger multiple in the downtime, and you go online they will all get the same time stamp though

i played a few offline games back when i had no internet and i still got an achievement but without icon :D so i think it would work

Don't worry about achievements, the data is stored in the client first, then sent to the server, so if the community is down, it will be sent when it comes back online.
Of course, the "unlocked date" will be set to whenever the server received the data, so if you get more than one, they'll look as if they were unlocked simultaneously... which could look suspicious to sites like Astats.

So far, the few times I lost my connection while playing, achievements always registered fine when I came back online.
