Mine's not down. It just seems to go down every now and then at different times for everyone.

and i was making soo much progress today, Steam going down has forced me to step away from the computer, oh why lord!!

I dont know but steam was working just fine for me over here in the last hours and still is.
Shop, community and all other stuff is working like it should, so the problems might be US only?

Blame CoD Ghosts free to play May 1-5. 30g download x lots of CoD kiddies that haven't bought it = I wouldn't log out or turn off the cpu if you want to stay connected(somewhat) to Steam for the next couple of days.

cant acces community hubs, however game downloading seems to work fine

steam forums are also quite slow
