Question about DOW Franchise Pack on Amazon

As mentined above I have question about this pack: DOW Franchise Pack.

Those DLC covers (Retribution: Tau Commander + All Campaign Wargear+ TLS Wargear and Warhammer 40k: Dawn of War II Retribution: Last Stand Alone DLC Complete Pack) looks very similar. Do I need add two those packs to Steam to have all DLCs to Retribution? Those DLCs make game easier? Personally I hate those DLCs which make game easier like extra cash or overpowered items (vide DLCs for Dishonored or Deux Ex: Human Revolution).
