I hope you know the difference between bits and bytes. All isps advertise their connection in bits (i.e megabits/s mbps) and all download managers show speeds in KiloBytes/s KBps
So in your case, connection is of 256kbps, so max dl speed you'll get is 256/8=32 KBps (note B and b)
for 1 mbps connection, max dl speed will be 1/8 MBps=128 KBps
