It'll just show up on his profile that one of his giveaways wasn't delivered - thats it.
Probably if he does it again (Twice?) he won't be able to make giveaways.

Checked his inventory, the game wasn't there. He does own an activated copy though, which hasn't been played in a long time; he probably thought he could gift an activated copy. Or he did have an extra copy at one point, but gave it away to someone else before giveaway deadline.

I won a game about a week ago, but the gifter hasn't sent me anything. In fact, the last time he logged in was a week ago, the day he set up the giveaway. I just declared my gift not received.
So, what happens now? Does he get a warning/ban? Do I still get my game? If not, do I get my P's back?
