Those specs should be more than enough. I ran PCSX2 fairly well on my old rig i3 540 (first gen i3) 8 gigs ddr3 and an 750Ti. No problems in any popular games that are well optimized, struggled with some more obscure games but that was probably due to emulation rather than specs.

I use a model 5000X PS2 with an installed hard drive and FreeMCBoot so I could have faster load speeds and a bypass for the region locking.
Or I would if my PS2 didn't die after more than a decade of use. Looking to replace it.

You can't, no. The model 3000X and 5000X systems have the expansion bay for the hard drive, and you just need to attach a PS2 network adapter to use it, along with getting the software. The earliest Slims can be modified to use a hard drive, but that requires extra work and wouldn't fit in the casing.
And yes, it is very awesome. Allows you to continue using the system even with a dead laser. So of course it was my power supply that packed up.

I have both a fat console with internal HDD and one slim connected to a router with a USB hard drive attached and I haven't noticed much difference.
Maybe having a router (with OpenWRT) exclusively used to make the connection between the PS2 ethernet port and the USB hard drive, with no computers involved, offers a better result.

Ah, I get you now. Back when I last checked for new software, people used the PS2 USB ports with a hard drive on Slim, and that has much slower speeds than the disc drive.

FreeMCBoot works with the PS2 slim too. The only problem is that if you attach a USB hard drive to the console directly, videos will stutter since the PS2 USB port is 1.1.
To bypass that, you can connect the USB hard drive with the games to a router, and the router via ethernet to the PS2 slim. Transfer speed is higher and you'll be able to play without issues.
And you can get a router with USB port and PS2 slim for peanuts nowadays.

PCSX2 is very good in terms of emulation and performance, especially considering the ongoing development for it and getting better as the times goes. I don't think you can find anything better for PS2 emulation, just tweak your settings right and you won't have any issues, even on older machines.
As of the GPU I recommend at least 1050, anything lower is not worth it compared to integrated GPU.

I never tried PS3, didn't even know that was possible yet, but Wii U works decent (not everything is fully playable though compared to PS2) and for those every bit of cpu and gpu will help.
Beside the game itself you also need WIIkeys for the games itself, but it's googleable.

And yes i would say even afford a bit more and get a 1060, but that's up to you (and yes it's a trap trying to justify yourself how far you want to go as they all are basically a little step up for a little more money).

3DS is also very stable in Citra, do know it's all piracy in the end (unless you own the consoles/games), and a bit frowned upon by a bunch here.

I haven't used PCSX2 myself, but no. If the game only cares about a d-pad and face buttons, you can do it with just the keyboard, but most games are designed around twin thumbsticks and there's no good way to replicate that without a controller.
But I consider a controller to be an essential PC peripheral, regardless. I've had a controller for my PC from back when you used to plug them into your sound card's joystick port, and wouldn't go without one. Certain games just lend themselves better to a controller, and they're pretty inexpensive. I recommend getting an XB1 controller if you can, as I think they're the best PC controller, but if you're on a real budget you can get a 360 controller for dirt cheap.

PCSX2 works great on my 1050ti, but you'll have to go through some hoops to be able to obtain copies of the games, since many of the trustworthy sites have been basically hit with cease and desists.
For the most part, it depends on the ROM. Most of what I've seen is good and runs fine, but there are a few that are just bugged where the textures are broken and you can't seem to avoid poor performance.

what you're calling rom is a dump of rom chip on a cartridge. and what you're calling iso is a dump of cd/gd/dvd-rom. so it is rom indeed. it's just general public used to label it the other way.

It depends on the game you're playing and the quality you want to play it at
Games like God of War will work fine. Others like Shadow of the Colossus...which is a beast to emulate, no so much
Go with the lowest settings and you should be fine

i have a 7700k with a GTX1070, works great, played Persona 4, GT4, Shadow of the Collosus, Midnight Club 3 ICO and haunting Ground.
all of them worked no big tweaks or anything at 4k, the only game i havent got it to work properly is Stuntman.
