Java is not native to the Windows code architecture. Which induces some issues in its own way. But not to mention it is poorly optimized, and on top of that Minecraft itself has been known to have a number of memory leaks.

Two major issues ATM in 1.6.2, plus whatever FPS issues your hardware and drivers introduce. Optifine is good for those, anyway...
Latency is rough overall...they messed up networking code again. It had been fixed nicely for 1.5.x but it's having all the issues from 1.4.x again.
The changes to zombie spawning and aggro can cause the game's timing to go completely out of whack from the calculations. If you watched the Mindcrack UHC you'll see what I mean...large lag spikes, mobs rushing and warping, the sun going faster than it should, etc. Restarting may or may not help; I suspect changing to peaceful for a minute to forcibly despawn everything AND stop the game from trying to recalculate new spawns for the zombies would be effective also.

I have a much weaker laptop than yours, with just an I3 and a GT300 series card + 8GB RAM and I run minecraft 60+ fps.

I have a weaker laptop with i3 CPU @ 2.20 GHz, 8GB RAM, Intel HD 3000 video card, and Minecraft is not lagging for me, even at the highest settings. Something in the background hogs your resources. Do virus searches, check your firewall, hunt for spywares... Then update your system, and the programs too, especially Java.

I have the same CPU and I had problems with Minecraft. Fixed most of the lag by going into the bios and disabling hyper threading. You can always look up a guide if you don't know how to do it. I have an Alienware and I remember it involved downloading a new bios do get that feature. Hope this helps.
edit* I have an Alienware m17x r3 and I used this modified bios to get the hyper threading option.

If you are talking to me you would run the downloaded program to update your system bios. Then you would reboot your computer and hit which ever key it is to open the bios. For me it is F12 but you will have to look for yourself. Once in the bios you will want to look around for an option called hyper threading. It is probably located under CPU or power management. Once found you just need to set it to disabled or off. Then save and boot normally. All non hyper threaded applications will receive a performance boost along with longer battery life and a cooler computer.

Set the priority to high in Task manager, download the Optifine mod, download Razr Gamebooster and lower your graphics settings... this should greatly increase your fps !

Install the latest version of the 64 bit Java, it should solve the problem
