i assume you can delete the license for that game, then activate the new game without region-lock.

Probably won't work, I know that if someone removes a game from their account and you try to send them a gift of this game, Steam will still say that they already own the game, so it will probably say the same if you try to activate a game you previously removed.

I have activated cs:go on my second account a region locked key thru OpenVPN so my qustion is if I buy another cs:go can that is not region locked can I activate it again and be global ?
