You cannot trade the gift for 30 days, you can give it in this time, so you can make a GA straight away ;)

For your second question - http://www.steamgifts.com/about/faq :>

Generally if game is on this list: http://www.steamgifts.com/bundle-games it will only give 15% of it's Steam Value. Game can get added to the list not only if it's in bundle but also if it's avaiable very cheap (below 95% off usually) in any of steam regions conpared to US price (so if 20$ non-sale-price game cost 0.9$ during sale in russia for example it will get bundled).

Other than that the promotion/sale on Steam does not affect the Value you receive. Only thing that affects it is if game changes it's base price later on - then your Value changes as well as it's calculated based on prices in Store - if price changes your Value will change as well.

Now for some examples ;)

  1. Alien Isolation is on Bunlde List, so no matter where you buy this game and how much wil ypu pay for it it will only give you 15% of it's Value so 7.5$ even if it's a 50$ game.
  2. GTA5 is not on bundle list. If you give it away it will give you full 60$ Value.
  3. If GTA5 had a price bug atm and you made the GA after the price bug for example, even if it wasn't on Bundle List at the time it would get added later on retroactively and all GAs made after price bug not after adding to list would have their CV reduced.
  4. If in 2 years base price for GTA5 lowers from 60$ to 30$ your Value would lower by 30$ as well, even if you gifted it when it was worth 60$.
  5. If in 2 years GTA5 is added to the bundle list but with date 2 years from now but you made your GA today, your value would not be affected even if all ppl making GAs after date on Bundle List would have their Value reduced by 85%.

I think the 30 days lock is for trade only, you can still gift the game.

No, you can give it away any time. You can either send it as a gift to an email address or add the winner as a friend and send it directly.
You only cannot trade it in a barter window for some other Steam goods for 30 days after purchase.

You should still be able to send it as a gift directly through Steam or email.

Steam restricts all gifts from being used in a Steam trade for 30 days after their original purchase date. However, you can still use the ‘Send A Gift’ feature to send this game to a friend at any time.

From here

And here is the list of bundled games which give 15% of their value as CV.
Isthereanydeal.com is good for checking bundled games as well.
Unbundled games give 100% of their value as CV.
