probably same that would happen if you purchased it. try it out and it will tell you the restricted countries/region afaik. just don't pay for it by mistake.

All that it means is that cross-region trading and gifting for the item is restricted. If you want to redeem it, you can, but otherwise, you'd have to trade/gift it to somebody you know for a fact is in the same 'region' as you: if you're in the RU/CIS region, you will not be able to trade with anybody else but others in that region. It should be noted, however, that region-locked items are not permitted on SteamGifts, as there is no way to filter users from outside your region.

I'm actually surprised that the game is still a gift option here on the site.
