I guess the only thing that can be said is in future, it's always worth checking your winners before sending out the keys, especially in public giveaways.

The suspension may be temporary, or it may be permanent. I'm fairly sure there's no longer any disctinction between suspensions and bans on the system. It just says "suspended". Suspensions can last up to a month (maybe more) as far as I'm aware. Maybe if you're concerned, email support and ask how long you'll have to wait.

Unless something has changed in the last couple of months, a suspended account cannot be chosen as a winner for the giveaway. So, unless there's been a weird bug, the winner has been suspended after winning. In this case you have little control about the situation. As Woodchuck already told you, next time be more careful and check BEFORE sending the key.

I contacted support, they say he won before he got suspended and will be back in less than 1 week. Thanks for the info everyone.
