It's a simple base reference; you can generally assume someone with a significant amount of rep won't "generally" screw you over; but there has been horror stories on both fronts. Hence why steams stance is to play it safe and don't deal with keys; but everyone on SteamTrades does.

the +rep system on steamtrades has a lot more value, at least if the reps weren't created in a short time period just recently.

but it's a good indication wether to trust someone or not, I think with +reps older than 3months and at least more than 30 on steamtrades you are good to trade with them.
though there are black sheeps everywhere, so being cautious and follow some basic rules like keys first etc. is never wrong.

You can report him on steamrep, yes that's ilegal and agains the trading rules. He will get tagged on steamrep as a scammer and it's possible that he will get on trade probation for doing that. (Happened with a guy on trading aswell)

"Rep" isn't really indicative of anything anyway. Back when I first started trading on Diablo II forums (mostly JSP but a few others that have since died), a similar concept was executed in a much better way. If someone had an opportunity to scam you, but didn't, it was customary to provide a vouch if they asked. The point of vouches was to convince a third party that a trader was trustworthy. Vouches were often actual retellings of the prior trade (we traded for my torch, I dropped first, no problem).
People who wished to research a trader before trusting him could then read this list of vouches, evaluate the actual scenarios involved, evaluate the value this guy could have gained by scamming, but chose not to. Some people would even go check out the vouches of the guy vouching for you.
This +rep stuff though, people give (and in turn expect) +rep just for not being an impatient asshole (or sometimes just because they gave you +rep in the first place), then expect people to actually care about it. News flash -- most people who scam you are going to be nice about it until you actually figure out you got scammed. Then they'll either flame or ignore.
Don't get me wrong, I don't delete or fight +rep on my Steam profile/Steamtrades, but I don't generally give it unless there was some opportunity for me to be scammed which was not taken.

Profile rep is completely useless in my opinion. I don't even bother asking for rep when I trade anymore. My last profile rep is from 5 months ago!
