I hope you can help me with your honest answers and experience primarily but not speculation!

So I purchased on Nov 24, 2016 @ 7:02pm DiRT Showdown (not played) for 1,49€ and I got recently free same game key so I'm interested in the following:

  1. in some event that shares somewhere massively free good/bad game whether steam creates problems in that case to get a refund?
  2. if someone bought that game last sale and ask refund on that game recently?
  3. what you wrote as a reason for returning game?
  4. how long (days, hours) does it take to get a refund? (I have 6 days left for redeem a free game)
  5. what if they are slow in processing my application and very close to my redeem deadline can I withdraw my request for a refund?
  6. let's say that everything went great but now can not redeem my same free key game (steam revenge) - is that possible?
  7. let's say that everything went wrong I can not withdraw my refund request, a period of 6 days for redeem a free game runs out but I get the money with time - in that case, can I buy the same game again at the next sale?

You have 14 days to refund a game, not 3 months.

But you can always try! Valve is usually quite fast about responding to refund requests and if it does get approved you'll have your money back in a couple of days. Three months is really late though so don't get your hopes up :X

Very much this. If it has been 3 weeks then maybe they will approve if you have a good reason, but 3 month is extremely late and I don't think they consider this case to be a very good reason...

Steam Refunding is an automatic process at first and in most cases. To ask for a refund:

Go to Steam Help (help.steampowered.com) and log in with your Steam account.
After you have logged in, click on A Purchase.
Find the purchase you would like to refund and click on it. ...
Select the problem you are having with the product.
Next, click I'd like to request a refund.

You can also do this in the Steam Client if you go to Help>Steam Support!

1 - Not usually, see 2.
2 - Depends on time after purchasing (usually 14 days afterwards) and has been played for less than 2 hours - But there have been exceptions, just try..
3 - Not necessary/Doesn't matter.
4 - If you fall inside refund rules - instantly.
5 - Not very likely.
6 - Only if your key is invalid.
7 - Yes.

TL;DR Just try refunding it and see if they accept it.

Steam has tightened the reins on the refund process.

The reason for this should be obvious -- if they didn't enforce the two week period or two hours play time, people would buy whatever they wanted, then when it goes on sale for a lower price refund it and pocket the difference (pretty much what you're wanting to do).

this is not good news for me because I wanted some other games to return and ask refund specifically related to the origin and some games that do not work because they are very old or have no support and they are still continue selling it to as what is unacceptable behavior! :/

So you paid 1,49€ for DiRT Showdown and now few months later you want to refund, because it was free recently. Are you insane, greedy and/or poor, and im sure you got this 1,49€ from selling cards. Lets say i got XCOM 2 for 49,99€(full price) before this month HB Monthly bundle for 12$ that also include few more games(if i remeber whole bundle has 100$ worth of games including XCOM 2) do you think i should get a refund, beacuse i dont.

insane no, greedy no, poor yes and you're wrong when it comes to card selling. each € in my case comes in handy if I can go back and spend it on something else then, therefore I am sensible and frugal!

I bought dirt showdown on steam 90% off on DEC 28th and missed the refund window by a few days when it became free on humble. I would be amazed if you get even a reply, never mind a refund.
