You can enter contributor giveaways, you haven't to wait. You can't enter every contributor giveaways though, it depends on how much you contributed.

That is correct. it goes buy .99, rather than $1, So since The Serious Sam Complete Pack or whatever it is, has a value of $95, it actually goes by $94.99.
