It's just a random picker. Use any site that randomly picks x winners amongst y choices.

If there was no value restriction for joining for group GAs, people would just make a bunch of alt account and do group GAs to boost their own level. This will NEVER happen

I'd probably want to use steamgifts for randomly selecting friends too. CV or no CV just because I've been using the site for a while.

If you want just rng to decide winner and don't care about CV, you can use private giveaways on Gameminer for that. You can make giveaway for whatever you want.
