The function you need--to be able to randomly select a winner amongst your friends while they are unable to enter normal giveaways and while you receive no CV from the giveaway--already exists elsewhere on the internet.
It's just a random picker. Use any site that randomly picks x winners amongst y choices.

If there was no value restriction for joining for group GAs, people would just make a bunch of alt account and do group GAs to boost their own level. This will NEVER happen

$100 is kind of a lot for some people. One of my friends has about $4,500 worth of games and he recently told me that he has over 6k in credit card debt. Funny how that works..

I recently wanted to give away games to some of my friends but there is the problem that they cannot register due to their account value being too low. Would it be possible to let ppl with low value register but not join public give aways but if an option is ticked on create giveaway allow those ppl with low value accounts to participate too? Because I want to use this website to make sure theres no hard feelings and nothing is rigged between me and my friends.
Edit: Idm not getting CV and I'm making this suggestion so RNG is definitely out of my hands since its done by a third party.
Nvm found a solution gonna use gameminer, so now its just a idea I'd like to just put out there. And proceed to just close this down.
