The camera is actually one of the main mechanics to get the story told - you take pictures of what you see - and, eventually, maybe some things you don't see - and show them to town residents, and they'll begin to tell you stories. Some of them will complain about you taking all those pictures, as well.

There's a quest for taking photos of 5 landmarks in Fallout: New Vegas. Also, 35MM's protagonist has camera with him at almost all times, but aside from throwing around some quotes about photos being time machine, it seems more like an in-game screenshot taking mechanic (unless I forgot something, and/or haven't got to the part of game where it's used in some other way).

To advance story you get 3 per investigation then you can review on case files. Also there is a quest that you need to find one of two girls on a blurry photo (the other one was murdered). The game does't have a cut scene of Detective York taking photos, but they are there.

In A trip to Yugoslavia the protagonist is an amateur photographer and you have to look for your camera during the game as an objective. However you never use this camera and there are no other photography elements in the game.
Edit: Also in both Condemned games you sometimes have to use your camera to investigate crime scenes. Not really a major game element tho.

Comedy and game/movie etc reference oriented point and click game. It is fun, but I think it is a bit too expensive.
Rarest achievement asking for use a phone and so create a photo of everything you can. The protagonist is a vlogger and that also includes some photography. In Final Fantasy XV you can take photos manualy, and one of the charracters does it by himself. Not only are they fun to look at, but also are nicely integrated in the story at the very end, wich makes it either heratbreaking or hilarious, depending on what you chose.

National Geographic - Safari Adventures: Africa
I played this recently on PS2, but filling infos on How Long To Beat, I also found out there is Wii and PC edition.
The protagonist will take picture of animals he meets on his adventure. It's kind of cutscene, were you just see animals and protagonist move, then effect of flash on screen appears and there are some texts/voices of animals saying something before/after shot is taken, like "Cheers", etc.
Perhaps you can view these photos, because there is photo book, but I didn't look it up yet. As well as section with "bio" for each animal.
Let me check that tomorrow/day after tomorrow, since now it's too late to get to PS2 and check that.

[March 15 2022 Update] I'm only adding non-Steam suggestions games to the list. If the game is on Steam, I'll just add it to the Photoholics Curation. The current ones will stay for posterity of course.
