It looks like there is another rule that he didn't mention in the original post. It says that your number of giveaways to wins ratio has to be over 0.57. With 5 wins and 2 giveaways, your ratio would be 0.40

I can't figure out why I don't pass:
- Levels 1-4: Level 3
- No inactivated wins, no VAC bans, no multiple win violations in the past year: Check
- CV Won vs. CV Sent ratio of 1.75:1 or better (as calculated here: my won:sent is about 28:80 I would think that is "better"
- No more than 40 percent of CV sent Region- or Group-restricted: about 35% group giveaways
