It's probably impossible to implement but what would be really cool is if SG had permission to read your inventory, so when you make a GA you get the option to either pick a gift in your inventory OR pick from the list which gets treated as a key. So you can only make gift GAs for games you have proof of having.

RazielAntemos only stated that it should not make a difference because CV isn't as important as people make it seem.
In my eyes this is constructive because it shows his opinion on the subject in a pretty clear way.
Now your comment, on the other hand, isn't constructive towards the subject of discussion at all, and by you posting your non constructive comment you cause other people to react towards it just like I am currently doing, which causes the main subject of the thread to fade away more so than RazielAntemos's post would ever have managed to by itself.

The giveaway"er" could create it normaly but define if it was a key or a gift.
And the winner could give some feedback. If he received a gift or a key.
If it was a key, it doesn't add to the CV.
Even if the winner, say it was a key, despite it was a gift, it could be easely solved with a printscreen by the giver.
I always take prints of my givings, so if someone says i didn't delivered it, i can prove to support i did!

It was not a sarcasm. What's the point of giving away gift if you do not get anything for it? Just give away a key, it's much cheaper and you still get nothing, but at least you'll pay almost nothing too.

I actually agree with OP. If you give away Steam gift that you have bought in Steam you should get full CV value. How to make it work? Well, SG administration has to figure that one out. Some kind of checkbox and after that automatic inventory check if user has the game gift in his inventory maybe... But yes - this whole bundle thing has got some huge minuses.

If you can't see a loophole here, you haven't been paying attention.
People could offer sweeteners (trading cards, additional games, ets) to tick the "gift" box. How would that ever be picked up? Oh - it wouldn't. Not unless you expect an already beleaguered Support team to individually check proof of purchase, and/or screenshots of Steam trading history on a case-by-case basis, just so a few disgruntled users can snaffle an extra 10 points of CV.

And how do you check if gifter did not convince winner to check "more CV" box? Take it on example of current false feedback when people gift origin/uplay keys and winners check as received even if they did not get game for steam (following the logic of "I got free game after all") or "I don't have the game anymore, can I give winner something else?" (because "free game is free game, no matter if it's not the same one")

This topic has been done to death 1,000 times on here, and the conclusion is always the same. What can be abused invariably is abused. If you're in doubt, check the egregious ballbaggery surrounding the Blackwell Deception giveaway. The opportunity for collusion between gifter and recipient will open up a massive, and easily exploited loophole in an otherwise relatively watertight system.
Add in the fact that Support don't have endless amounts of extra time to police this, and it would be an unmitigated clusterfuck.

I think that there should be a distinction between gifts and keys giveaways.
How can a gift be treated like a a key from a bundle? It was for "certain" purchased in steam store.
For example, i just gave way a steam gift, and noticed that my account GA value didn't change.
In faqs i noticed, then, that the game was in bundle list, but mine wasn't a bundle key, it was a steam gift!
I think it's a little unfair for the steam gifts!
