Hey im not a indian ,but you can purchase from Official Key stores like Humble Bundle,Fanatical etc .
If you really wanna gift the game though ,you can look at steamdb.info (you can only gift games up to 10% higher price than in your Country .(Some limitation apply like the game might be banned in some country or the regional pricing isnt updated) (rare cases)

You could gift the game to some countrys but in Euro the game is 51% more expensive than in your country so you literally cant gift the game to any country in Eu .
So i would recommend Key stores.( you should look for WW or global keys .

There are multiple restrictions.
First of all, try to gift the game to someone, and steam should show you which games you are allowed to gift to. (you don't need to actually gift, just cancel after you get the information).
Second thing to consider is price - if your recipient is in country with higher prices, and game is 10% (or more) more expensive to him - you won't be able to send a gift.
And last, but not least - if you plan to pay with steam wallet funds - you may get an error if you've spent more funds for gifts than for buying for your own account. This affects only steam wallet, if you pay with card/paypal/etc - you should not have this problem.

I have sent from steam gifts from India. I am not 100% certain of the rules too (and they actually are not fixed either).
You should be able to send to any region with lower pricing, but can send to regions with higher pricing only if the diff is small enough. Usually, a max 10% difference is a safe bet.
Also, as EpicKK stated, the game itself might have restrictions in some regions, so best to check if the game is even available in that region (steamSB can help).
Also, some games have different versions in different regions, which apply to gifting too. These cases are always mentioned on the store page afaik.
When gifting, safest would be to region restrict to just India, but I have had no trouble so far with the above logic. ymmv.

I'm from India, and i tried googling for any kind of region restriction when it comes to gifting steam game.
The steam website states that any region restriction will be overtly written while purchasing and also below the game title, but i dont see anything like that.
I fear if i make a giveaway and the gift is region restricted it will cost me much more than the intended GA price.
Can anyone help? specially if there's any other Indian in the group who has experienced this?
