I want to buy a game during the summer sales and donate to a nice fellow who lives in South East Asia.

How am i supposed to know which game is region locked and which is not? And if a game is not region locked, will i be able to gift it or there are obstacles at that stage too? Is it even possible to gift to other regions any more either through mail or directly through Steam?

I want to buy the game directly from Steam's market so please rely your replies on that.

if i can remember well, there is a website or a script which tells you the prices on every region. it might be showing if the game is locked or not

So far games in EU are ROW. No point locking games when theyre more expensive here than in US...

Better find friend in US and ask him to gift it to you.

I'm an EU citizen. I have a region-locked, and properly region-locked New Vegas in my library.
Because apparently Bethesda still thinks the Soviet block exists.

Yep. NA as a region lock exists, but it is rare for PC.

I think you should buy ROW version somewhere not in Steam,for example on Nuuvem,and then send him a gift/key
