it could also be a fan with a bad bearing
i had that happen to one of my fans on one my old graphics card
the fan made high pitched noise at low level but when i turned the fan up then it stop but still made it a bit loud because of fain noise finally had to RMA since they would not send me a replacement fan
it could also be the hard drive so if you want to be safe you can backup anything you care not to lose or if you have enough space you can backup everything or clone the drive

those are some sites you can check for free programs to test your hard drive to be safe
you can also maybe start it without the hard drive plugged in to see if the noise is still there unless it does not start until windows loads
there is a chance it could be your video card
anyhow good luck and hope you find what it is

Probably from the graphics card. Have the same issue when running Sims 3, the only thing that helps is to manually set the driver to use Vertical Sync or something like that when running that specific game. Check for a solution in that direction maybe.

Suppose if it is like the test tone, it could be the HDD as suggested. But, a lot of whistling or higher pitched noises can also come from dust chunks and hair built up in fans and other moving parts. Always worth opening your PC and giving it a careful checking and cleaning.

My guess: it's the GPU
you could try a video benchmark (at your own risk) and see if it's reproduceable

Just the game using more power in my experience. Low requirement games dont ever my computer make that humming noise while games like Nosgath or when I start 8 different games on to get steam cards from them then it makes that same noise.

If you get squealing in some GPU intesive applications it could be worn out inductor coils on your gpu board.
Your CPU will make no noise. A PSU could also give off a whine from it's inductors.
I had a GTX280 that squealed!

i know this is not really forum for staff like this but sense i don't use any other it's worth having a shot.
well like in the title sometimes not all i get ther very high frequency sound from pc.i think it comes from CPU but its REALLY hard to be sure i open it and listen and i am just not sure....i looked at the other forums and not much help.it happens when i dont do demanding texts like surfing watching YT and just says turn on but not when i game!!
for example: it started making noise then i entered CS GO and very short after i started game in noise stopped and everyting was OK after i exited 20-90min leather noise started agein etc....
i did try some things like blowing from dust , changeing settings/turning off idle in power options(procesor power menager)
and i did check fans they do make nois but not that tipe of nois.
noise is VERY similar like in this hearing testing clip: https://www.youtube.com/watch?v=h5l4Rt4Ol7M
