Boy oh boy, do I feel bad for your need of upgrading in times where GPUs cost what they cost now (buying pre-built system with 3060 may be cheaper than buying 3060 only for example).
But indeed you're right, GPU is #1 priority for games. I'd say 1650S should be sufficient enough, but maybe try 1660S for that sweet 2Gb extra vram if the price isn't that higher.
CPU can indeed be the bottleneck, but 4460 shouldn't hog performance all that much in most games (I used to have that model prior to my current CPU). Although bear in mind that some modern games may require some component that 4460 doesn't have (sse version? avx? can't recall sorry), e.g. I experienced a lot of troubles with running The Division 2 on it.
P.S. Oh, and I wouldn't recommend replacing just the CPU. Considering the 1150 socket, you don't have much to choose from. You'd better upgrade the whole cpu+mobo+memory thing if it possible, but can't say if it's possible with your budget in your region since I have no idea about the prices there.

I mean, your current setup has 1150 socket and ddr3 memory.
If you were to upgrade to something new (not just replacing your i5 with i7 of the same generation for example), like, let's say, 10600, then you'll need new motherboard with 1200 socket, which comes with ddr4 slots.
So pretty much the only possible and reasonable way to upgrade your CPU would require upgrading motherboard and memory as well.

Do you have to upgrade now? I don't know if there's a chance of not so ridiculous prices in GPUs in the near future. And i would recommend a XX60 GPU or a 570 was a good price a few months ago, i don't know anything right now.
Also if you upgrade your CPU/mother/memory you'll use DDR4 and DDR5 is around the corner.
For me it's the right time to wait. Maybe you could get a bargain on a used GPU?

I'm just wondering why you're running 12 gigs of RAM at two different speeds. You're losing the benefit of having that faster frequency from the larger stick. ๐ค
If you're limited on money, I would at least try to invest in getting a new mobo that can be futureproofed for at least 2 CPU generations and supports DDR4... at least 16 gigs worth, although doubling that would be better (unless you'd rather hold out for DDR5, which is still not available yet). If your power supply has gotten well over a decade under its belt, won't hurt to invest in one that's at least 750W-800W. Those peripherals and overclocking do suck up the power as well. Couldn't hurt to put off until you decide to do a partial upgrade to your PC. Additionally, Since No Man's Sky seems to be within your GPU specs, it won't hurt to do a partial upgrade when you have money for a good one in the future.
Otherwise, just check out PCPartPicker and play around with building your dream rig. ๐

Tbh, the GTX 950 (depends on the manufacturer) was a pretty good card and I wouldn't advise upgrading right now. The 1650 is certainly an upgrade but the difference won't be that great. I'd wait if I were you, the RTX 3050 cards are just around the corner...
I'd definitely buy another 8 GB RAM module (with the same parameters you have now: DDR3 800 MHZ), because that is something you'd require much more.

He mentioned the 1650 super, not just the 1650. There is a massive difference between that and the 950. The benchmarks from here show an average of 2.3 times the frame rate across 17 games when comparing the 1650 super to a 1050. The 950 will be very similar to the 1050 since there was very little to no improvement from the 950 to 1050.
I probably wouldn't buy one now though because of prices being insanely high and newer cards are already out. I don't know if or when the 3050 is coming, but I would probably wait for that if I was looking for something in it's price range. I would just go through my backlog and pick out classic or indie games that are easy to play. That's what I did when my last GPU died and I had to switch back to an older one for a while.

Yes, its an idea that what you can get now for "good" prices.
There is a Youtube video about the top GPU (3060 / 3070 / 3080 etc...) that monitor the stocks, but when I say to wait, I really mean it... For the prices to go back to normal (ex: 1660 Super at 250$) you gonna need to wait like 3 months at least... We are on the same train mate, I got my PC ready to build just need the GPU, can't build it now since the CPU i bought doesn't have integrated GPU and I dont have other GPU to put in... I refuse to pay double of the normal price for a GPU.

What people are not mentioning is that No Man's Sky runs like crap. You'll be upgrading for one game, and you will still be disappointed in the performance on that one game.

In that case, definitely not worth pumping any money into an upgrade. Especially since I can guarantee you'll still be disappointed with your resulting performance in NMS. I have a superior rig and I get frame rate drops and stutter.
Keep the rig you've got until such time when you can upgrade the whole shebang. What you've got should last another several years.

Old PC is OLD, so upgrade options are very limited
so unless you can find a used i7 for cheap its not worth it, new Mobo/CPU/RAM will be better.
and this is a hard time to upgrade the GPU, but if you can find good used deal its your best option. any modern card is an upgrade from 950
now since NMS is open world i think it could cause CPU trouble, so check your CPU usage.
if its not 100% then your GPU upgrade will give you good performance boost

Best would be not upgrade this year. But if you have to I would go only for graphic card as temporary solution (awfull time for this, I can not buy graphic card as I refuse to pay crazy prices on current market) or whole pc. First, there are no such mhz ddr3 rams. They are 1600mhz and 1333mhz. Next don't mix rams, if you can. Dual channel rams are way faster. So always choose same mhz and size rams. (and with same CL numbers.)

I reccemend waiting until upgrading becomes cheaper (or look in local computer stores for 3060's) and if you want it is suspected that a 3050ti will come out which eventually will be the cheapest for 3000 series graphics. Personally my 3060ti runs awesome with no man's sky, but now it is the most awful time for buying GPUs. Ever. Look locally tho, my friend picked up a used 1050ti for 75 bucks cad. Which is very reasonable during times when they charge 300 bucks for a 1060. Good luck man! And make sure to check locally!

About upgrades try find used part in local pawns shops, local sites because on eBay you get inflated prices.
GPU Grab any of there AMD RX 470 570 480 580 NVIDIA GTX 1060 6GB, 1650 1650S if you can find them cheaply.
CPU if you can find locally i7-4770 under $50 will be good deal i7 will still provide decent performance,
RAM will be nice to get 2 stick that can work in dual channel try find second 8GB Kingston DDR3 800 MHZ sell 4gb * you losing around 10-15% on CPU side performance due rams not working in dual channel mode
ON side note you can try also overclocking GPU can give +10-20% and CPU * FSB +5-10% also rams OC when you get match set can give additional 5-15%
History side note in past I owned weak FM2 AMD CPU X4 740 OC give me +39,5% more performance :)

I am not a heavy gamer, and even when I do play I am not running the most demanding games.
Nevertheless, I came back to my GOG copy of No Man's Sky (no stoning please, I beg you!) yesterday and it was sooooo ugly. Tested with all options ramped up and it looked stunning, but my performance sucked. It may be the programmer's fault (Witcher 3 ran fine with decent graphics), but it reminded me it may be time to get an upgrade. It is a 5 year old PC, after all.
Here are my parts:
Graphics Card: NVIDIA GeForce GTX 950 ๐
CPU: Intel Core i5-4460 CPU 3.20GHz
Motherboard: Gigabyte H97M-HD3
RAM: 8GB Kingston DDR3 800 MHZ + 4GB Transcend DDR3 667MHZ
Storage: Kingston 240GB SSD + EDC 1TB HDD
Power Supply: CoolerMaster Masterwatt 600 Lite (600W)
Any suggestions would be welcome.
My thoughts were to 1st replace the GPU with something better (Maybe GTX 1650 super?) and maybe upgrade the CPU as well (I suppose a weak CPU ๐ can bottleneck even the fastest GPU?).
Let me know your thoughts. Any hardware vendor that delivers is an option. ๐
Due to high import costs in my country hardware components can sometimes cost x2 than in US. For example a new GTX 1650 Super costs around 600$ here, but I saw some good condition used ones up for sale for around 350$.
My budget is flexible but I am aiming to spend 500-600$ max overall.
