sorry, I was wondering to use deals or off-topic

By my understandings of community perceptions:

Deals is for large scale gaming promotions (such as a sale from a retailer), specifically those of unusually high discounts [most notably, bundles and free key promotions]. Less notable (ie, things which can't be considered to be "deals") sales would be put in General, if there was need to mention them (say, if you've got a Kickstarter you wanna bring up, or an Early Access title just launched, or similar).

General is for anything related to or including giveaways, related to Steam, related to the site, or related to general gaming. You'll pretty much be defaulting to this one for most topics, assuming your threads follow the pattern of most SG users.

Off-topic is for anything that doesn't fit the first two forums- such as real-world topics, matters specific to platforms other than Steam (and which aren't "Deals"), non-gaming topics such as movies and tabletop gaming and sports, abstract nonsense, and notable sales not directly related to gaming.

In other words, you could use either General or Off-Topic for this thread, as your subject both relates to Steam and to personal considerations, respectively. I don't think the distinction in placement here would be one most users'd pay much mind to. Personally, I'd have gone with General, given that it does relate directly to the core concepts of the site.

It's worth noting that I've never seen any firm official statement on the matter or enforcement of placement- so where community determinations are less firm, a lot really does boil down to personal judgment. The Deals thread is a bit special, however- as its front page placement suggests- so that's generally the one specific subforum you don't wanna put a thread into unless you're sure it fits (as it's the one most likely to get users troubled over any sort of "spammy" elements).

tl;dr version: Neither, General would be most appropriate.

Dex'd be the game I'd think to have the most quality within your budget, and has a very agreeable 90% discount as well.
As for your other consideration, I believe the only time Dex was bundled was in a BundleStars/Fanatical $10 tier.

Marlow Briggs is supposed to be a surprisingly good God of War knock-off, despite its low retail price. It hasn't been bundled since 2014, so it has recovered value pretty well, and doesn't seem likely to bundle again anytime soon.

If you've an extra penny, you could aim for Shelter 2, which was BTA-bundled once in August 2016.

I've only played Volgarr in this price range and I've enjoyed it. But it might be cheaper to buy it elsewhere since it was in bundle.

Great, even though its recent reviews are bad

I've taken a quick look at the reviews and it confirmed my preasumption that these are people who didn't like the difficulty of the game :P Yup, this game is hard but fair. It's a love letter to these old games where save points were very rare and you had to replay the levels lots of times to get it done right. Generally every level in this game is split into 4 parts, and the save points are at the end of these 4 parts. Levels aren't long so if you're good at it, you'll beat it in less than hour. If not, you can stuck on first part of level 1 forever :P So it's a game from a very specific niche.

Unfortunately, it's also been free several times now, meaning it's easy to get for really cheap. DIG has it for 35 cents, for example.

Unfortunately? Last time I checked, getting a classic like Psychonauts for 35 cents/free was a good thing :P

However, it's unfortunate for it not being a suitable fit for the criteria of this thread. :P

Submerged has been bundled once, but it is nice. Memoria was last bundled 7 months ago, but has great ratings. Darkarta was never bundled and a lot of trades for it fail because the old giveaway keys expired. Trine was last bundled four years ago. The Bridge was last bundled a year ago. They Bleed Pixels was only bundled once.
