So, IS it fair?
I, for one, only enter giveaways for games that I am interested in and want to play. I'm very grateful for all of my wins and I make sure to thank the giveaway creator, as well as fulfill any conditional requests he or she has, within reason. I'm working on my backlog, but my progress is hindered by compatibility issues with my current computer, free time, mood, and other factors. However, I know that I WILL play all my wins at some point.
Seeing this thread pop up every week upsets and discourages me because no matter my personal feelings or plans, I feel the potential to be demonized by folks who go around silently judging, just because I haven't played some of my wins yet, or even played them "enough". Even if no one is looking at me specifically, I can easily assume that someone else that has been accused of library-padding was of a similarly slow pace, and thus take it somewhat personally. I have no doubt I'm internalizing to some extent and OP is not making such assumptions, but I just wanted to say how I feel whenever these threads come up.
I sometimes wonder, what's the point? What's the point in trying to adhere to some sort of unwritten pleasantry about how soon you need to play your wins, if there's always going to be someone(not necessarily in this thread, but I've seen it in others) who says,
"You're not grateful enough."
"You need to do more."
"You don't deserve to use this site."
...I don't know. Maybe I'm being paranoid and melodramatic. But I've seen the sentiments above tossed casually around often enough, and I feel like on this site, it would take only a single mistake to be put on the receiving end.
OP, I understand your concerns and I empathize. And I'm sure I've got a far better play-rate than the people you're talking about. Just please keep in mind that everyone has their own pace, and take that into consideration before you decide if they deserve to be looked down upon.

Well, games are for playing originally. But someone pays more attention to them if it's worth listed on the library, like removed game from steam. They might pay more money to get it than the appropriate price since it's rare. I think it also holds true for +1 to the list, because it has the value to the owner.
I don't know how the winner evaluate the game. It's completely up to someone who has the different values each other.

As a SGer with lots of won games that I apparently haven't gotten around to yet (and here I am painting a target on my back), there can be many reasons for this, so it is not always a good idea to jump to conclusions. For example, with games with extra DRM layered on top of steam (Rockstar Social Club, Uplay, etc.), or sometimes because I cannot get the steam version to run properly, if I have the game legally in my library, I figure it is okay to download it from...ahem...elsewhere and play it.
Another thing is that a backlog is a huge and unwieldy thing to tackle. I play one game at a time (aside from stuff like roguelikes and puzzle games), and I focus on short ones so that I can finish them faster. Currently I made the mistake of tackling the original Thief (not a game I won here)- That game is long and hard! (that's what she said :P) Consequently things take time.
I suppose it could be argued that the moral thing would be to not enter giveaways if I don't intend to play the game any time soon, but some giveaways are good chances for games I know I'd like! However, it certainly isn't just attempting to add yet another game to my steam list- I've filtered out almost 6000 games here, stuff I wouldn't be interested in, so I don't enter giveaways for them.

So many people seem to participate in giveaways just to boost their game count, and they never play the games. I've seen single accounts that've won $100's worth of games, and upon looking at their profiles, they've pocketed them, but they've never even launched them. Heck, I've seen people win a game they already owned, leading to two copies of the same game in their library, both of which have never been launched
What are your thoughts on this? People spend their hard earned cash on these games to giveaway, and I feel that winning a game just to have a bigger library is taking advantage of the generosity of others. I also think it's unfair to other participants, there's people who would love to play these games, but maybe they can't afford it.
Also, I'm thinking about doing another giveaway soon, but I have one big concern: if the winner has a history of not playing the games they've won, am I able to request a new winner? I can't stand these leeches, I want to make sure the game goes to someone who's actually interested in the game, and plans to play it.
Edit: I didn't think so many people would respond, or this would be such a controversial topic. Lol. So I can't reply to everyone, but let me just say: as an open minded person, I see both sides of the debate, and agree that each side has reasonable responses. As someone who understands financial issues, however, I just think it's unethical (I should have used that word in the first place) to enter giveaways if you're not interested in a game in the first place. I also believe it's not right to accept the reward knowing it will never be played, and your intention is to add on to your 1,000 game library or your $1,000's of won games, when there's people out there who would kill to win said game. If it's a giveaway for some $1 game, no big deal what's done with it. But when you enter AAA titles or other such games that many people are interested in, it's taking away from someone who'd get an actual use out it.
Another point I'd like to bring up revolves on donating money to charities. When you go to a convenience store and they ask if you'd like to donate $5 to starving African children, don't you care where the money actually goes? Does it not bother you than a majority of the time, it goes to feed the wallets of money hungry shop owners? It wouldn't bother me if they asked straight up if I want to donate to help keep the store up and running, it's the lies that get me.
Or what about tip jars at fast food restraunts? Tips are for waiters/waitresses who literally make under $2 an hour and rely on tips to survive, not for some moron who doesn't even know how to operate a cash register and makes an undeserved $9/hr, and they want tips so they have more pot money (what? I'm just using a random example, I don't know anyone who does this. What are you talking about?). Why tip those who don't need it? Why giveaway to those greedy, self-centered leeches?
