It's a gif. image renamed as a jpg. Dunno exactly how to do that but it seems like facebook thinks it's a jpg. :P

You can't put GIFs on Facebook because of the way images are stored on FB's servers.

Fair point, didn't even notice that. Perhaps it's due to its small size (both resolution-wise and data-wise), try experimenting with that?

he used a exploit ,
the bug was on facebook just for a few hours, some people managed to do so , and its pretty complicated here you can find some information about stuff like that link
