My (Euro) gf doesn't get at all why anyone would find a clown scary. She thinks it might be an American thing (I'm a Canuck but I can relate).
I never had a birthday party with a clown as a kid but I've been to birthday parties that had them and remembered not finding them fun at all.
Less out of work actors scaring little kids in clown costumes in Europe maybe?

It's one of the animated steam shop backgrounds from the game "Hentai Mosaique Neko Waifu's 2". I think it was 3k points but it's fully animated avatar/icon on steam. I haven't played the game so I am not sure what their names are sadly. XD All I saw was "Anime girl nuzzling another anime girl animated icon. I must have it!". XD
