You can have more ARP than level requires, someone who has 499 ARP will be server before 498 ARP users, despite same level.
In case of tie, whoever entered first, server time will won.
and there's probably more than 200 on level 30, because for active users it's very easy to earn hundreds of ARP per day.

Its not. The perks of being highest level member as stated in the info says they are only eligible for limited key giveaways, exclusive giveaways and stuff like that. And mass amount of any keys will be distributed as first come first serve or even sometimes based on arp.
