ROW or Global/WW? The two are very different thinks and I suspect you actually mean Global/WW.

WW - World Wide
ROW - Rest Of the World
You can activate WW key anywhere. But ROW may have some restrictions. Say when game has NA and ROW keys - ROW will not work in the USA. Or it may be that you have DE and ROW key. DE will work in Germany, and ROW everywhere else.
