I would say activate one copy and then make a giveaway for the other

i think you should tell the giveaway owner that u already won 1 copy so he can ask for a reroll

You activate one copy, and tell the creator of the second giveaway to have it rerolled.

If you win a giveaway, it's probably a good idea to immediately withdraw your entries into any other giveaways for the same game. If you fail to do this on time and manage to win a second one, you should submit a support ticket asking for a reroll. You aren't allowed to keep the second copy.

if you won 2 same games you can give extra copy to someone but it might just like buying same game after you bought the first one. but i think its impossible to win same game twice (option if you won another same game it might be possible from another giveaway)

You keep one and the other rerolls. The chance of winning 2 games doesn't happen very often though.

Winning even 1 game is about serious luck.If you win two of same game in that short time frame,you should be buying a lottery ticket before thinking what to do with the second game.
