TIP: start small and very casual. An invitation to chat and get to know someone is non-threatening and opens the door to additional invites. I'd probably try to kill the people who I hate the most. Since those people are generally people who make the lives of some of my loved ones miserable I'd be doing others a favour.

Hmmm, that makes me wonder... If they gave the Joker the power to make people die at a specific time (like a Death Note or something) he'd probably purposely make it take a few days or even weeks and tell them about it just to see how many would go insane over it. That would make for an interesting story.
