Become her friend, let it progress naturally. If you're confident enough and/or she's likely to be swept off her feet by some other person (due to looks, a sociable nature, etc.) tell her that you'd like to be friends but also that you're interested in her. You just do it. Even if you're scared as hell, fake the confidence. "Troll yourself" like that. Being confident is the key to almost everything. So just ask her out. What's the worse that can happen? From the way OP posts I thought there would be a hidden giveaway, but there does not seem to be.

If you want real advice, get to know her. You can walk up and just ask her out of course, but that has a much lower success rate compared to getting to know a girl first, in my experience at least. I have known the girl I am starting to date for almost a year. I really only started liking her like three months ago. This stuff is not easy, if you are looking for a relationship.

since your shy, you may need to force yourself to do it, buy say hi to her whenever you meet her. if she's not interested, shy may just ignore you, but keep doing it anyway, until she starts to say hi back.
if she starts to say hi back to you, keep going, then after a while, try to adding a little more to your greeting and ask her how she is and such. eventually, you may become friends.
if she keeps ignoring you after a long time of doing this, go find someone else
