it is random. the more yu give away, the higher your level will be, the higher the level, the access to level-restricted giveaways will be opened to you (dependin on your level)
try to enter some steam groups, like playing appreciated or unlucky 7 or playing matters. There is no set time in which you will win a giveaway, my best advice is to enter frequently and for the games you are genuinely interested in, the game wil come eventually. В публичных раздачах что-то тяжело выигрывать, вступай в группы, там шансов будет больше. Плюс есть форумные инвайт-онли раздачи по разным поводам.
