HI! As you know this game is only available in a few countries (North and South America). It's not available in my region. But i really want this game, so i'm wondering what if i were to try and buy this game using some US proxy and PayPal, and before you say it, yes i know it's against the user agriement, BUT considering it's not available in my region at all and the fact that i'd buy it at the highest price available,the US price, so that i wouldn't scam Steam in any way, like buing it cheaper that it is in my region. Is there a chance it would be OK, i mean how likely it is that i'd have my account banned?

PS Eventually bought it using a US vpn and my local bank card on january's sale, didn't get a ban for it. My account region switched to US after that, but as it turned out, steam only allows to change region once in 3 months, so keep that in mind, you would have to wait 3 months to switch back.

So you buy a key on the US store using a VPN who guarantees the key isn't region restricted and won't activate in your country? This out of the way it would be safer to ask an American friend to buy the game and gift it to you.
If your wish isn't too urgent and it's ethically acceptable for you I'd wait for an offer on grey market sites. Looking at their price history keys were sold for EUR 0.68 in May '21 and EUR 0.84 until yesterday.

I would buy and activate it under VPN in US store usnign US paying method (PayPal) so that would be OK. Of course it could later refuse to run in my region when i close the VPN but i think it should run. It's only restricted for purchase. And cross-region gifting doesn't work with it as someone confirmed that for me here. There are old ROW gifts available (apparently from the time the game was still available WW and maybe gifting rules were different) but they are too expensive now and hard to come by. The only real store I'm seeing that sells keys for it is a shady grey market site and it's $50. As another user said, your best bet is to either have a friend or pay someone to gift it to you on steam. Some places (like reddit) have people offering Steam wallet for 75% paypal as a way to cash out their balance. That would probably be the cheapest way.

Games on that amount of sale are hard to gift. I'm not sure if the sale impacts gifting but, anecdotally, someone in the US tried to gift me a game that was 95% off (I'm from the US) and they couldn't. Right now, I see the gifting option and can choose people in the UK and Russia along with other places so I think it is giftable.

TBH, Steam is happier if you buy cheaper than you should from them than if you buy "normal" price from a bundle, since in the later case they get nothing (but still bear the costs of delivering the game to you).
If you manage to do it, you shouldn't have any issue except maybe as you mentioned, a run lock (although SteamDB doesn't seem to mention a run lock - https://steamdb.info/app/212410/subs/)

As you tried above, ask someone from US... or create an alt with US region using VPN and gift it to your main (you'll need a US payment method though, maybe a virtual credit card could help). The alt might get banned, the main "didn't do nothing wrong".
Price difference shouldn't be an issue, since it's not available in your region. And even if, US price would certainly be higher.

I think your best bet is to search on gray markets for the version of the game before it was sold only in America (hope that males sense). Steam can't really ban you for that (worst case scenario is that they revoke the key in the future), buying through VPN in Steam on the other hand is too risky and you can gen a ban for that.
If that doesn't work, find someome from the US so they can gift you it.
