I was wondering why did i receive a free copy of Nuclear dawn today when i logged in on steam... I bought the game previously so is this some kind of promo thing? (sorry if there was a thread like this previously)

The devs gave out a free copy to all owners of nuclear dawn i think

Yes. If you look around, you may be able to find links to or quotes of the exact message, but apparently everyone who already owned Nuclear Dawn received an extra copy of it today/recently.
