Steam Limiter

Does anyone know much about using the application? I get unmetered usage of team through my ISP's servers and Steam Limiter and make Steam download everything possible through that server. I found out about it from my ISP. I have been using it for a little while and have had no issues until now. All of a sudden I can't download any games or updates for my games while it's running. I can still play online though. I have to close Steam Limiter to download anything. Does anyone know what could be happening? Or who I should contact to try and resolve it? Thanks

Thanks for this link, I didn't manage to find anything from a google search. Will take a look there and maybe post a thread if I can't find a solution.
