The news is old'ish (about the market anyway), the restriction isn't.
Even if you buy keys from Valve and open a crate, the piece of shit skins you get are also locked for a week. Bought and unboxed a bunch of skins last week and could trade them instantly to bet on CS GO lounge, now I cant.

The message originally read something like
"Note Starting in the next few days, some items purchased for Counter-Strike: Global Offensive..."
Though this is on the market page, so I couldn't honestly tell you if the in-game page tells you. But I would be surprised if it didn't.

It's been like this since before Christmas. They did it at the same time as they did for Team Fortress 2.
I noticed it when I tried to buy a key for a trade and both in-game shops netted me an untradeable key.

I specifically said "In-game shop". I bought the keys IN-GAME and when I got OUT OF GAME they were locked for 1 week. Unfortunately I don't think to screenshot every little things to use as proof in some arbitrary discussion/argument at later dates. Fortunately the trader was willing to hold the game for me until my keys became tradeable, so /tips hat to him for that.

Sorry, but it was sorta obvious. Started with market trades and now encompasses ingame store as well.
Personally, I don't have any real issues with this. If you are used to trading it's easy enough to keep they keys stocked beforehand.
I do remember reading somewhere before that this week flay was going to apply to ingame stores eventually, and now it has.
