Well... I haven't played the game, but I do know that you can change the game config manually by altering the user config files (user.cfg) located in the game folder. Can't guarantee this method will work but it's worth a shot.
The config files are either (or both) located in steam/steamapps/your-game-folder, steam/userdata/random-number-that-matches-your-game/another-number/remote/user.cfg
If you open up the user.cfg file in a text editor (eg. notepad), then you should see a list of settings usually in some data form like 'r_fullscreen = yes'. Just change the value for whatever you need, although make sure it is valid for the game. Run your game and hopefully it should work. If it doesn't, perhaps someone else has a suggestion to make.

there is a file named Local, labeled "Configuration Settings" - now to figure out what all these numbers mean and what I must change them to!

It's fine; you've at least got me on the right track. I've already figured out how to change a few of the settings; with more tinkering I should have the game running at the levels I want it to.

Everytime I try changing the settings in the options menu, I'm told I need to restart the game for the changes to take effect. The game then closes, and... nothing. Starting the game again shows the settings have not changed at all.
Help?
