Interesting, is it a new mechanics on Steam? It has worked like that (for some time) for the new type of soundtracks, but not "normal" DLCs.
It's very useful to claim the DLC and have it in the library in the future if I buy the game, but on the other hand devs have been using it to boost the sales (like timed free DLCs for Dave the Diver), so it will be interesting to see where this goes.

I have been able to add DLCs without the base game prior to this DLC release. It's just extremely rare and probably a control that the publisher of the game has in Steam, I assume.

Interesting, do you remember any examples? For me it happened maybe once, if ever, so that was probably a bug, but now we have two DLCs like that dropped on the same day, so maybe something is up.

I honestly can't remember which actual games, since it's so rare and it was so long ago when I remember it working for some odd DLC I didn't really care about too much, since I didn't own the game. I think it was Hitman or the sequels, but I may be wrong.

I think it's a "mistake" from the publisher. The Helldivers 2 DLC doesn't have the key MustOwnAppToPurchase, while the Dave The Diver DLC has it (the default).
In the past, some DLCs for some train simulation games could also be claimed this way.

Nope, old days sometimes have that I think. Just rarely to see.
Only if Dev set like that, otherwise it'll require Base Game probably as default.
